I agree and disagree with the age rule, there have been a ton of studies on youth sports and why some kids with the same backgrounds, income, race, etc exceed in a sport and others dont. And it boiled down to age group deadlines. My numbers may be off a bit but there was a study on Candian Hockey. The deadline was Dec. 31st. for amature hockey leagues and Accelerated leagues. This study polled the NHL and found the majority of players were born before March with the most players in January and february.
With younger riders a year is a huge difference. Take a January 1 kid and a Dec 31 kid and there is in some cases a huge size and mental advantage towards the January Kid. In Hockey or other team sports that follow this deadline the bigger stronger older kids are picked first by coaches leaving the other kids in lower level leagues or benched in favor of size and maturity.
How this plays out in BMX would interesting to see since there are not as many "outliers" such as coaches making decisions for the athlete.
I would favor this rule because my kid is a Feb. kid. and would race pretty much the whole class below for the year. And a kid with a bad "grands" birthday would still be racing on the bottom of the year anyway. So no real advantage that I can see.

I do like it changing up as kids age in and out it keeps it interesting and allows for new blood and different skills on the track. Even if he only races the older kid for a month. It is a new experience.

No matter which way you go there is always advantages and disadvantages to each and always sombody is shorted. Thats life.
